EXECUTIVE ORDERS
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY ARTICLE II, SECTIONS 6 AND 24 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, DO HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE JANUARY 1, 1979:
1. There is a Governor's Commission on
Hispanic Affairs in the Department of Human
Resources.
2. The Commission consists of the following
members:
(a) As voting members, 15 individuals
whom the Governor, with the advice of the
Secretary of Human Resources, appoints and of
whom at least nine are representatives of the
Hispanic population of Maryland, providing State
geographic representation and a broad
representation of national backgrounds.
(b) As nonvoting, ex officio members, the
Secretaries of Human Resources, of Health and
Mental Hygiene, and of Economic and Community
Development, the State Superintendent of
Education, a representative of the Governor's
Office, and the former chairman of the Commission
on the Concerns of Spanish-speaking People.
3. (a) The term of an appointed member is 3
years, except that the terms of one third of the
initial membership expire on December 31, 1979,
1980, and 1981. An appointed member may not
serve more than two full consecutive terms. At
the end of a term, a member continues to serve
until a successor is appointed.
(b) A person who served on the Commission
for the Concerns of Spanish-speaking People is
eligible for appointment to the Commission.
4. At the first meeting of each year, the
Commission shall elect a chairman and vice
chairman.
5. The Commission shall meet at the call of
the chairman, but at least six times each year.
6. The Commission may adopt its own bylaws.
7. A member of the Commission may not receive
compensation, but is entitled to reimbursement
for expenses under the standard State travel
regulations.
