Transportation and Freight Movement Plans.

(3) Assisting in the development of
intermodal plans involving interconnections
between railroad transportation and other modes
of transportation.

(c)  Participate in the Transportation
Program Planning process by:

(1)  Developing the railroad services
component of the Consolidated Transportation
Program.

(2)  Coordinating                        railroad
transportation programs with plans and programs
of other governmental agencies, user
organizations, and the railroad industry.

(3)  Preparing the annual budget
request for railroad transportation based on the
Consolidated Transportation Plan.

(d)  Conduct project planning and
preliminary engineering related to railroad
transportation facilities and supervise project
planning and preliminary engineering performed by
consulting engineers under contract with the
State.

(e)  Supervise construction of State-owned
railroad transportation facilities and related
capital improvements performed under contract
with the State.

(f)  Supervise the maintenance and
rehabilitation of State-owned railroad equipment.

(g)  Acquire railroad lines, equipment and
other property as authorized in the approved
Transportation Program, as provided in the State
budget.

(h) Monitor departmental activity in
railroad grade crossing improvement modifications
and advise the Secretary on matters concerning
compliance with § 8-639 of the Transportation
Article, regulations and process project approval
requests.

(i) Prepare and maintain overall work
schedule for railroad transportation activities
and program.
