(j) Manage railroad passenger and freight
service operating agreements to assure compliance
and performance.
(k) Conduct analysis required to support
and develop railroad passenger freight service
policies, plans, and programs.
(1) Prepare work programs, grant
applications and other agreements necessary for
initiation, funding, or performance of railroad
passenger and freight service improvements.
(m) Monitor AMTRAK passenger operations
and railroad freight operations to maximize
service potential and benefits to Maryland
communities and shippers.
5. The Administration shall have the personnel
and equipment as provided in the State budget.

GOVERNOR'S COMMISSION ON LAW ENFORCEMENT
AND THE ADMINISTRATION OF JUSTICE
WHEREAS, The Governor's Commission on Law Enforcement and
the Administration of Justice was created by Executive
Order in June, 1967; and
WHEREAS, The composition and functions of the Commission
were revised by Executive orders of April 4, 1969, June
5, 1969, January 15, 1971, and April 14, 1975; and
WHEREAS, The powers, duties, and functions of the Executive
Director of the Commission are in need of clarification
in order to specify his authority to act on behalf of
the Commission and to administer the office and staff
of the Commission; and the terms of certain
Commissioners are in need of clarification;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 6 AND 24 OF THE CONSTITUTION OF
MARYLAND, AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING ORDER AMENDING EXECUTIVE ORDER 01.01.1975.03,
EFFECTIVE IMMEDIATELY:
