the collection and disbursement of domestic
support payments by January 1, 1979.
(b) Such action shall include the transfer of
appropriate positions; the institution of
cooperative methods of on-the-job training;
mutually agreeable arrangements concerning
furniture and equipment, including data
processing resources; a system for the orderly
transfer of records and accounts; and the
distribution of appropriate information to
governmental agencies and to the public
concerning the transfer of responsibility for
domestic support payment collection and
disbursement.

RAILROAD ADMINISTRATION
WHEREAS, The State's interest and role in supervision of and
financial assistance to railroad transportation
facilities and services have increased during the past
several years; and
WHEREAS, Recent federal legislation affords to the State an
incentive to develop further its railroad
transportation program; and
WHEREAS, Railroad transportation has been primarily the
responsibility of the State Department of
Transportation; and
WHEREAS, In carrying out its responsibilities for railroad
transportation, the Department has utilized the
personnel of various units within the department; and
WHEREAS, The increased responsibilities for operational
activities in railroad transportation makes appropriate
the concentration of this diverse personnel into one
departmental unit, with primary responsibility for
railroad transportation; and
WHEREAS, This governmental entity should be comparable to
the other units of this Department, administering State
transportation programs concerning highways, mass
transit, ports, aviation, and motor vehicles; and
WHEREAS, Approval of the Governor is required for the
