WHEREAS, Chapter 885 provides that full responsibility for
the collection and disbursement of domestic support
payments will be transferred, in certain counties and
Baltimore City, from the Division of Parole and
Probation of the Department of Public Safety and
Correctional Services to the Bureau of Support
Enforcement of the Department of Human Resources; and
WHEREAS, The law further provides that this transfer of
responsibilities will be completed by January 1, 1979;
and
WHEREAS, It is in the interest of sound and efficient
administration of the domestic collection program that
the transition of duties contemplated by the law
proceed in stages; and
WHEREAS, The Department of Human Resources and the Division
of Parole and Probation have mutually agreed upon a
plan for the transfer of the duties and functions
previously assigned to the employees of the Division of
Parole and Probation as contemplated by this law; and
WHEREAS, The earliest possible implementation of this
transition will assist the State of Maryland in
alleviating the overcrowding in State prisons by
permitting additional Parole and Probation Agents
heretofore assigned to domestic support collection
activities to concentrate on criminal supervision and
investigation functions; and
WHEREAS, The early implementation of this transition will
also assist the State in coordinating the functions of
the Bureau of Support Enforcement;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 6 AND 24 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, HEREBY ISSUE THE FOLLOWING
EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
1. The Department of Human Resources and the
Division of Parole and Probation, and all other
appropriate State agencies, shall cooperate with
each other to ensure that the transfer of duties
mandated by Chapter 885 of the Acts of 1978 is
implemented in an efficient and orderly manner.
2. (a) The Department of Human Resources and the
Division of Parole and Probation shall

completion of the transfer of responsibility for
