WHEREAS, A permanent Council on the Environment was created,
by Governor Mandel, to coordinate the policies and
practices of State government to ensure the quality of
its environment and, on a continuing basis, to review
and make appropriate recommendations concerning the
environment; and
WHEREAS, This Council provided an interagency coordination
for a period of time, but, recently, it has been
utilized less frequently than is warranted; and
WHEREAS, Interagency conflicts exist with respect to
protection of the environment, the production of
energy, and the encouragement of private industry; and
WHEREAS, A restructured Council could settle disputes and
expedite coordinated action;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY ARTICLE II, SECTION 6 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, DO HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
1. There is a Council on the Economy, the
Environment, and Energy Production.
2. The Council consists of the Governor, the
Lieutenant Governor, and the Secretaries of
Budget and Fiscal Planning, of Economic and
Community Development, of Health and Mental
Hygiene, of Natural Resources, of State Planning,
and of Transportation.
3. The Council shall assist in the development
of a coordinated policy for the development of
natural resources, the protection of the
environment, and the stimulus of the economy.
4. The Council shall assist in the resolution
of potential conflicts between the interests of
private industry and the protection and
development of the State's environment.
5. All State agencies and their employees
shall cooperate fully with the Council in the
development and implementation of its policies
and shall provide promptly information or other
assistance requested by the Council.
6. Executive Order 01.01.1970.01, which
created the Council on the Environment, and
