AMENDMENT TO THE CODE OF ETHICS FOR EXECUTIVE
BRANCH OFFICERS AND EMPLOYEES
WHEREAS, the General Assembly of Maryland, by Section 14A
of Article 41 of the Annotated Code of Maryland,
directed the Governor of Maryland to promulgate rules
and regulations establishing a Code of Ethics for all
Executive Branch officers and employees; and
WHEREAS, the Code of Ethics was promulgated by Executive
Order 01.01.1969.07, dated September 4, 1969; and
WHEREAS, the Code of Ethics established a State Board of
Ethics to render certain advisory and investigative
functions as set forth in the Code of Ethics; and
WHEREAS, the Code of Ethics directs the Board of Ethics,
pursuant to Article IV, Section 1 of the Code, to
recommend from time to time such orders, rules,
regulations, and changes, as it deems necessary and
proper to supplement, administer, and implement or
amend the provisions of the Code, which, when approved
by the Governor, shall become a part of the Code of
Ethics; and
WHEREAS, the Code of Ethics was amended by Executive Order
01.01.1970.14, dated October 9, 1970, upon the
recommendation of the Board of Ethics; and
WHEREAS, the Board of Ethics has issued a comprehensive
report to me, dated December 7, 1977, in which it
recommends additional amendments to the Code of Ethics,
including the inclusion of all elected Constitutional
officers of the Executive Branch within certain
provisions of the Code;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY ARTICLE II, SECTION 6 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 14A OF THE
ANNOTATED CODE OF MARYLAND, DO HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER AMENDING THE CODE OF ETHICS
PROMULGATED BY EXECUTIVE ORDER 01.01.1969.07, AS
AMENDED BY EXECUTIVE ORDER 01.01.1970.14, THIS ORDER TO
BE EFFECTIVE JULY 1, 1978:
