EXECUTIVE ORDERS

e. the Governor's Executive Aide for
Education and the Director of the Office for the
Coordination of Services to the Handicapped.

3.    The Chairmanship of the Committee shall
rotate on an annual basis among the
representatives of the Department of Education,
Health and Mental Hygiene, and Human Resources.
The State Superintendent of Education shall
designate the first Chairman. The Secretary of
Health and Mental Hygiene and the Secretary of
Human Resources shall designate, respectively,
the succeeding two Chairmen.

4.    The Committee shall:

a.    make recommendations to the Governor
for an interagency admission, review, and
dismissal procedure to coordinate the placement
of and funding for handicapped children in
nonpublic facilities;

b.    make recommendations to the Governor
on the administrative procedures necessary for
the implementation of the other recommendations
of the Governor's Commission on Funding the
Education of Handicapped Children, Phase II;

c.    coordinate its efforts with all State
agencies and Departments serving the handicapped
children of this State.

AND ENERGY PRODUCTION

WHEREAS, It has been the policy of this State that its
citizens are entitled to opportunities for a long life
in pleasant surroundings that offer optimum use of the
natural resources of this State; and

WHEREAS, To ensure that the citizens are afforded these
opportunities, State departments and other entities
must conduct their affairs with an awareness that they
are stewards of the air, land, water, and living
resources and that they have an obligation to protect
the environment for the use and enjoyment of this and
all future generations; and
