EXECUTIVE ORDER OF JUNE 16, 1978

SERVICES TO HANDICAPPED CHILDREN

WHEREAS, The Governor's Commission on Funding the Education
of Handicapped Children addressed, during its first
phase, the provision of educational services to
handicapped children, in or through the public schools;
and

WHEREAS, The Commission addressed, during its second phase,
the provision of educational services to handicapped
children who are not served directly by the public
schools and the provision of services, other than
educational services, to handicapped children; and

WHEREAS, The Commission concluded that there is a need for a
uniform, coordinated, statewide approach to the
provision of programs for handicapped children; and

WHEREAS, The Commission has recommended the establishment of
a State coordinating committee to develop a statewide
approach;

NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 6 AND 24 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, HEREBY ISSUE THE FOLLOWING
EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:

1.    There is a State Coordinating Committee on
Services to Handicapped Children.

2.    The Committee consists of the following
persons:

a.    one representative from the State
Department of Budget and Fiscal Planning;

b.    three representatives from the State
Department of Education, including the Assistant
State Superintendent of Schools for the Division
of Special Education;

c.    the Assistant Secretary for Mental
Health and Addictions, the Assistant Secretary
for Health, and the Assistant Secretary for
Special Programs, or their respective designees;

d.    three representatives from the State
Department of Human Resources; and
