Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1535.
This bill permits the guardian of a minor to become
custodian of property under the Uniform Gifts to Minors Act
in certain circumstances; provides that certain persons may
petition the Court for the designation of a successor
custodian, under the Act, in certain circumstances, and
provides for the disposition of custodial property under the
Act when the beneficiary reaches a certain age or dies.
Some difference of opinion has arisen among the
proponents of this measure on the question of whether the
bill achieves the purpose for which it was introduced. It
also has been suggested that the bill, as amended, would
render a section of the Code meaningless.
The sponsor of the bill having no objection, I have
decided to veto House Bill 1535 so that these matters may
receive further consideration.
