Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1504.
This bill removes the requirement of the present law
under Article 23A, § 2(26) of the Code that a municipality,
other than Baltimore City, must obtain approval from the
voters of the municipality before the legislative body of
the municipality may change the salaries of its elected
members.
Senate Bill 523, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign House Bill
1504.

AN ACT concerning
The Maryland Uniform Gifts to Minors Act
FOR the purpose of permitting gifts to be made under the
Maryland Uniform Gifts to Minors Act to persons who
have attained the age of 18 years but who have not
attained the age of 21 years at the time of the gift;
to clarify the duties of a custodian of a gift to a
donee where the donor has directed that delivery be
made upon the donee's attaining the age of 21 years; to
clarify the effect of the death of the custodian in
eases where the minor has a guardian providing the
guardian of a minor to become custodian of property
