Department of Health and Mental Hygiene from issuing a
permit for a landfill to be located in Anne Arundel County
unless the county certifies that the proposed landfill
complies with all county ordinances regulating the
establishment of landfills.
I understand and appreciate the concern of the sponsors
of this legislation for the health and well—being of the
citizens of Anne Arundel County; however, there currently is
a critical shortage of available landfill sites for
industrial waste disposal within the State. The sanitary
landfill permit requirements developed by the Department of
Health and Mental Hygiene and the Department of Natural
Resources are designed to protect public health and the
environment of all the citizens of Maryland while avoiding
the parochialism which could inhibit a local government's
objectivity.
Although offered as wholly local legislation, this
measure has significant state—wide implications. Its
approval could severely compromise state—wide waste
management programs and adversely impact the ability of some
jurisdictions to dispose of solid waste in a timely safe
manner.
Consequently, while instructing the Department to
review and report to me of the effectiveness of sanitary
landfill regulations and procedures, especially in Anne
Arundel County, I have decided to veto House Bill 896.

AN ACT concerning
Anne Arundel County — Industrial Development" Revenue Bonds
FOR the purpose of providing that the definition of
"industrial building" or "buildings," as used with
regard to "Industrial Buildings for Counties and
Municipalities," includes planned theme parks and
ancillary facilities used and operated in Anne Arundel
County; and making clarifying amendments to such
definition with respect to theme parks and ancillary
facilities.
