This bill transfers the Bear Creek Bridges from  the

Baltimore County Revenue Authority to Baltimore County     and

provided that tolls may not be charged or collected for   the
use of either bridge.

Senate Bill 384, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
143.

House Bill No. 144

AN ACT concerning

Creation of a State Debt — Bear Creek Bridges

FOR the purpose of authorizing the creation of a State Debt
in the amount of $1,795,000 $1,500,000, the proceeds to
be used to pay the principal of and interest on
unredeemed outstanding Bear Creek Bridges 3 1/2 percent
bonds of 1958 so that the tolls on these bridges may be
removed, subject to the condition that title to these
bridges be transferred from the Baltimore County
Revenue Authority to Baltimore County, Maryland;
providing generally for the issue and sale of bonds
evidencing the loan; and making this Act contingent on
the passage of another measure.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 144.

This bill authorizes the creation of a State debt of
$1,500,000 to pay the principal and interest on unredeemed
outstanding Bear Creek Bridges bonds so that the tolls on
these bridges may be removed.
