AN ACT concerning
Constant Yield Tax Rate
FOR the purpose of clarifying the calculation of the
constant yield tax rate; permitting the Department of
Assessments and Taxation to amend the constant yield
tax rate on or before April 15 only when specifically
directed to do so through the enactment of legislation;
providing that this Act shall be an emergency measure;
and generally relating to clarifying the calculation of
the constant yield tax rate.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 710.
This bill is an emergency measure providing for
amendment of the provisions of Article 81, § 232C(b), which
establishes the formula for the calculation of the constant
yield tax rate. The bill also provides that the Department
of Assessments and Taxation may amend the constant yield tax
rate on or before April 15 only when specifically directed
to do so through the enactment of legislation.
House Bill 152, which was enacted by the General
Assembly and signed by me on May 14, 1979, accomplishes the
same purpose.
