FOR the purpose of requesting the Governor to direct the
Office on Aging to study the financial plight of
elderly persons whose spouses are residing in nursing
homes.
WHEREAS, There are hundreds of elderly persons in this
State whose spouses are patients in nursing homes and
therefore physically and financially incapacitated; and
WHEREAS, These elderly persons are often unable to
survive in a reasonably secure manner because their spouses'
financial assets are exhausted by paying for maintenance in
the nursing home; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is hereby requested to direct the Office on Aging
to study the plight of the elderly persons in this State
who, after their spouses have been committed to nursing
homes, are then unable to survive in a reasonably secure
manner due to the fact that all of their spouses1 pensions
and other financial assets are being used to pay for
maintenance in the nursing home; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry R. Hughes, Governor or Maryland; the
Honorable James Clark, Jr., President of the Senate of
Maryland; and the Honorable Benjamin L. Cardin, Speaker of
the House of Delegates.

A Senate Joint Resolution concerning
Patuxent River Watershed — Nontidal Wetlands
FOR the purpose of directing the Water Resources
Administration to make an inventory of the Patuxent
basin watershed nontidal wetlands; to recommend a plan,
including applicable legislation, for protecting these
nontidal wetlands; and to give due consideration to
protection of these nontidal wetlands in administering
their other programs.
Host marshes are covered and given protection under
wetlands or waterway laws. The General Assembly has
established wetlands laws to protect tidal wetlands.
However, comparable protection is not now provided to all
wetlands.
