JOINT RESOLUTIONS
RESOLVED, That this committee project the fiscal
impacts of promoting access to equal quality of care for
Medical Assistance patients throughout the State via rate
review by the Health Services Cost Review Commission and via
alteration in the budget language allowing the Medical
Assistance Program to establish maximum payments reflecting
area cost differentials and incentives for eliminating areas
of inadequate access; and be it further
RESOLVED, That this committee shall have eiqht 12
members: two members of the Senate appointed by the
President of the Senate, two members of the House of
Delegates appointed by the Speaker of the House, the
Secretary of Health and Mental Hygiene or his designee, a
nursing home provider nominated by the Health Facilities
Association of Maryland, the Secretary of Budget and Fiscal
Planning or his designee, a senior citizen, a consumer, a
representative from the Commission on Aging, a
representative of labor, and the Executive Director of the
Health Services Cost Review Commission; and be it further
RESOLVED, That staff and secretarial services be
furnished by the State Department of Fiscal Services; and be
it further
RESOLVED, That the committee shall make a report and
recommendations to the General Assembly prior to the first
day of the 1980 legislative session; and be it further
RESOLVED, That copies of this Resolution be sent to the
Governor; the Honorable James Clark, Jr., President of the
Senate; the Honorable Benjamin L. Cardin, Speaker of the
House of Delegates; the Secretary of the Department of
Health and Mental Hygiene; Alvin M. Powers, Chairman of the
Health Services Cost Review Commission; L. Malcolm Rodman,
Executive Director, Health Facilities Association of
Maryland; Thomas Schmidt, the Secretary of the Department of
Budget and Fiscal Planning; and Harold A. Cohen, PhD.,
Executive Director of the Health Services Cost Review
Commission.
