(E) MEETINGS OF THE BOARD OF DIRECTORS SHALL BE HELD
PERIODICALLY. ALL MEETINGS OF THE BOARD SHALL BE OPEN TO
THE PUBLIC; THE TIMES AND PLACES FOR SUCH MEETINGS SHALL BE
APPROPRIATELY PUBLICIZED.. THE CHAIRPERSON SHALL INFORM EACH
MEMBER OF THE DATE OF THE MEETING BY PROVIDING WRITTEN
NOTICE AT LEAST 7 DAYS IN ADVANCE OF THE MEETING. THE BOARD
SHALL HOLD AN ANNUAL MEETING ON A DATE DECIDED BY A MAJORITY
OF THE BOARD.
(F) IF ANY VACANCY OCCURS ON THE BOARD, APPOINTMENTS
SHALL BE MADE IN THE MANNER ESTABLISHED IN SUBSECTION (B).
(G) THE BOARD MAY PROMULGATE RULES AND REGULATIONS TO
IMPLEMENT ITS OWN MAINTENANCE AND OPERATIONS.

(A) THE BOARD MAY ESTABLISH A CENTRAL MARYLAND
REGIONAL CULTURAL ADVISORY COUNCIL WITH THE FUNCTION TO
CONSULT WITH THE MEMBERS OF THE BOARD FROM TIME TO TIME.
THE COUNCIL HAS NO VOTE ON THE BOARD BUT MAY BE CONSULTED
REGULARLY OR FROM TIME TO TIME BY THE BOARD, AND, UPON THE
INVITATION OF THE BOARD, SHALL ATTEND MEETINGS OF THE BOARD,
EITHER AS A GROUP OR INDIVIDUALLY, THE BOARD SHALL SUBMIT
TO THE COUNCIL ALL PROPOSALS WHICH MAY OR WILL MATERIALLY
AFFECT CULTURAL ACTIVITIES IN THE REGION, AND SHALL GIVE
SUFFICIENT NOTICE TO THE COUNCIL OF THESE PROPOSALS TO ALLOW
THE COUNCIL TO SUBMIT TO THE BOARD COMMENTS AND
RECOMMENDATIONS CONCERNING THE PROPOSALS. THESE COMMENTS
AND RECOMMENDATIONS SHALL BE CONSIDERED BY THE BOARD BEFORE
TAKING ANY ACTION ON THE PROPOSALS, BUT THEY ARE NOT BINDING
UPON THE BOARD. THE COUNCIL SHALL SUBMIT ITS COMMENTS AND
RECOMMENDATIONS TO THE BOARD WITHIN 90 DAYS AFTER RECEIPT BY
IT OF THESE PROPOSALS FROM THE BOARD, UNLESS THE BOARD
CONSIDERS THE MATTER INVOLVED TO BE OF AN URGENCY AS TO
REQUIRE PROMPT ACTION, IN WHICH CASE THE COUNCIL SHALL
SUBMIT ITS COMMENTS AND RECOMMENDATIONS WITHIN 10 DAYS.
(B) THE ADVISORY COUNCIL SHALL BE COMPOSED OF THE
FOLLOWING MEMBERS:
(1) THE CHAIRPERSON CHAIRMAN OF THE ARTS AND
CULTURAL COMMISSION OR ORGANIZATION IN EACH POLITICAL
SUBDIVISION IN THE REGION;
(2) THE CHAIRPERSON CHAIRMAN OF THE MARYLAND
ARTS COUNCIL;
(3) A MEMBER OF THE BOARD, APPOINTED BY A
MAJORITY OF THE BOARD, OF THE BALTIMORE SYMPHONY;
(4) A MEMBER OF THE BOARD, APPOINTED BY A
MAJORITY OF THE BOARD, OF THE WALTERS ART GALLERY;
(5) A MEMBER OF THE BOARD, APPOINTED BY A
MAJORITY OF THE BOARD, OF THE BALTIMORE ART MUSEUM;
