Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 4 - Baltimore City

[16-15.

The Attorney General of the State shall be the attorney
for and represent the Police Department and Police
Commissioner of Baltimore City. ]

16-12.

(e) The chairman of the board, a vice chairman, who
shall act as chairman in the absence of the person- so
appointed, and a secretary shall be elected by the board
from its members. The board may summon any member of the
Department in connection with any matter pending before it,
but due regard shall be given to the convenience of the
person summoned and the manpower needs of his district or
unit. The board shall, with the approval of the
Commissioner, adopt procedures for the submission of matters
which it is empowered to consider and for the time and
conduct of its meetings and the meetings of its committees.
Such rules and regulations shall contain, but shall not be
limited to, a provision that no person other than a member
of the board for a representative of the attorney general]
may attend any meeting of the board or any committee without
the consent of the member whose suggestion or problem is
under consideration and a majority vote of the board except
during the time that such person is called to present views
to the board or committee: a provision that a board member
from the same district or unit as a person whose suggestion
