Biddle Street, Baltimore, the State
shall receive the fair market value
for said property.

SECTION 3. AMD BE IT FURTHER ENACTED, That the
aggregate principal amount of the loan authorized by
Chapter 671 of the Acts of 1977 is hereby reduced by
the sum of $21,000,000.

2 4. AND BE IT FURTHER ENACTED, That the

provisions of this Act are not severable, and if any

provision of this Act is declared to bo invalid by a court
of competent jurisdiction, or is
—otherwise precluded from
taking effect, then this Act shall be null and void in its
entirety
.

ACQUISITION OF PROPERTY AND

CONSTRUCTION OF CORRECTIONAL MEDIUM
SECURITY FACILITIES TO PROVIDE 800
BEDS. SELECTION OF SITES SHALL BE
MADE BY THE GOVERNOR SUBJECT TO
APPROVAL BY THE GENERAL ASSEMBLY
THROUGH THE ENACTMENT OF A JOINT

RESOLUTION..................21,000,000

(NOTWITHSTANDING ANY OTHER LIMITATION,
THIS AUTHORIZATION SHALL BE EFFECTIVE
UNTIL JUNE 1, 1981. AND SHALL NOT BE
DEEMED ABANDONED UNLESS NOT CONTRACTED
FOR ON OR BEFORE THAT DATE.)

SECTION 3 5 2. AND BE IT FURTHER ENACTED, That this
Act shall take effect June 1, 1979.

AN ACT concerning

Baltimore City — Police Department — Attorney

FOR the purpose of repealing the provision that the Attorney
General of Maryland shall be the attorney for and
represent the Police Department and the Police
Commissioner of Baltimore City; repealing certain
duties of the Attorney General which pertain to the
Baltimore City Police Department; and repealing
references to the Attorney General's Office in the
Baltimore City Police Department grievance procedure.
