18-901.

(b) Each recipient of a fellowship awarded under this
section:

(1)   Shall be a graduate of a standard 4—year
college course in an institution of higher education
accredited by the Middle States Association of Colleges and
Secondary Schools or an equivalent regional accrediting
agency; AND

(2)   Shall be recommended for graduate study by
the executive head of the institution from which he
graduated[;].

f (3) Shall furnish a surety bond to this State

in an amount determined by the University of Maryland,

conditioned that he will teach in a public institution of
higher education in this State, if he can find a position,
for at least 3 years after he receives a doctor of
philosophy or doctor of education degree; and

(4) May not hold any other scholarship or
fellowship.]

(e)    Each fellowship:

(1) May not be for LESS THAN $200 A SINGLE YEAR
OR FOR more than [$2,500 a year] THE HIGHEST 10-MONTH
STIPEND FOR A GRADUATE ASSISTANT.

(f)    (1) Each year, the fellowship committee of the
University shall certify [not more than 12 18] AS MANY
fellowships to qualified applicants AS THE AMOUNT
APPROPRIATED TO THE PROGRAM THAT YEAR ALLOWS.

(2) THE AWARD OF SUCH FELLOWSHIPS SHALL BE MADE

WHEN POSSIBLE SO AS TO PROMOTE COMPLIANCE WITH THE STATE OF
MARYLAND DESEGREGATION GOALS.

(2) (3) If possible:

[(i) The full number of fellowships shall
be awarded;]

[(ii)] (I) The distribution shall be made
as wide as possible to graduates of accredited institutions
of higher education in this State; and

[(iii)] (II) Consideration shall be given
to the greatest need in securing qualified faculties in the
public institutions of higher education in this State.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.
