Ch. 680

284.

Prior to implementation of the program[,] the board
shall hold a hearing. The hearing shall present the
proposed program. The board shall give reasonable notice of
its intention to hold this hearing.

(Note: Chapter 925, Acts of 1977, designated the
sections in the subtitle as §§ 273 through 283, but since §
273 had previously been added by Chapter 885, Acts of 1977,
the sections added by Chapter 9 25 have been designated as §§
274 to 284.)

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland be repealed, amended, or
enacted to read as follows:

Article 56 — Licenses

21.

(A)    A hawker or peddler may not buy for sale out of
the State, or buy to trade, barter or sell, or offer to
trade, barter or sell within the State any goods, wares or
merchandise until he takes out a license for that purpose,
but nothing in this section shall apply to hawkers and
peddlers of oysters and fish in their unpreserved and
natural condition, or of fruits and vegetables perishable in
their nature that are sold in their natural condition in
this State, or to licensed merchants or traders in Allegany
County who have maintained regular places of business for
not less than five years and who deliver goods, wares or
merchandise to regular customers or others with or without
prior orders.

(B)    This section does not apply to Prince George's,
Anne Arundel, Baltimore, Cecil, [Calvert,] Howard or
Montgomery counties, as to which special local law exists.

29.

(A)    THIS SECTION APPLIES ONLY TO CALVERT COUNTY.

(B)    A HUCKSTER, HAWKER OR PEDDLER MAY NOT SELL OR
OFFER FOR SALE ANY VEGETABLES, EGGS, POULTRY, HEATS OR OTHER
FARM PRODUCTS, AT WHOLESALE OR RETAIL, OR ANY DRY GOODS OR
CLOTHING AT RETAIL UNTIL HE FIRST HAS TAKEN OUT A LICENSE
FOR THAT PURPOSE IN ACCORDANCE WITH THE PROVISIONS OF THIS
SECTION. HOWEVER, THIS SUBTITLE SECTION DOES NOT APPLY TO
FARMERS OR GROWERS SELLING THEIR OWN VEGETABLES OR OTHER
PERISHABLE FARM PRODUCTS.

(C)    FOR EVERY LICENSE, THE CLERK OF THE CIRCUIT COURT
SHALL BE PAID $75 PER YEAR FOR A WHOLESALER'S LICENSE AND
$150 A YEAR FOR A RETAILER'S LICENSE. THE RECEIPTS FROM THE
