Any person, firm or corporation violating any prevision
of this sub—title other than Section 184 for which specific
penalty is provided, shall be guilty of a misdemeanor and
upon conviction thereof shall be punished by a fine of
$500,00 for the first offense and $1,000.00 for the second
offense and shall have his or its license revoked and shall
not be eligible for another license for a period__of two
years.]
(Note: The provisions of this Subtitle are proposed
for repeal as obsolete and redundant.)
Pawn Shops
247A.
For the purpose of this subtitle the term "pawn shops"
[shall include] INCLUDES any business establishment[,] where
goods are accepted as security for the loan of money or
other consideration.
247B.
[No] A person [shall] MAY NOT operate a pawn shop
without obtaining a license from the clerk of the circuit
court. This license shall be issued annually and the annual
fee shall be [two hundred dollars ($200.00)] $200. The
license shall expire on July 1 of each year. One license is
required for each place of business and the license [must]
SHALL be displayed in a conspicuous place at the place of
business.

Any applicant for a pawn shop license [must] SHALL
present to the clerk a certificate from the Maryland State
Police indicating whether the records of [this] THAT
organization show that the applicant has been convicted of
any crimes, and if so, specifying the particular crimes. If
the applicant has been convicted of a felony or the crime of
receiving stolen goods, the clerk [shall] MAY not issue the
license. Any licensee convicted of a felony or [such] THAT
crime shall have his license revoked.
247D.
Every person operating a pawn shop shall maintain
records on each item accepted, and these records [must]
SHALL be kept for a three—year period. These records [must]
SHALL contain a full description of the article pawned,
