Ch. 631

GOVERNMENT-INITIATED CHANGE IN THE ZONING CLASSIFICATION OF

THE PROPERTY TO A HIGHER INTENSITY USE.

(B)    THE COUNTY MAY PROVIDE FOR A LIMITATION ON THE
LENGTH OF TIME THE TAXES MAY BE DEFERRED.

(C)    DEFERRED TAXES SHALL BEAR INTEREST AT THE RATE
SPECIFIED IN SECTION 48(A) OF THIS ARTICLE AND A LIEN SHALL
ATTACH TO THE PROPERTY FOR ALL DEFERRED TAXES AND INTEREST.

(D)    PENALTIES MAY NOT BE CHARGED DURING THE PERIOD OF
THE DEFERRAL ON ANY TAX PAYMENTS DEFERRED UNDER THIS
SECTION.

(E)    THE COUNTY MAY PROVIDE FOR THE DEFERRAL TO BE
RETROACTIVE TO JULY 1, 1975.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning

Energy Audits for State Buildings

FOR the purpose of directing the Department of General
Services to conduct energy audits of certain State
buildings; having the energy audits performed by an
outside consultant; defining terms; estimating the
energy savings obtainable by repairing or
rehabilitating certain features in certain buildings;
providing funding for the audits; requiring that a
final report be presented to the Secretary of General
Services on a certain date; directing the Department of
General Services to act on the findings of the report
in a cost—effective manner; and generally relating to
energy conservation.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
