AN ACT concerning

Washington Suburban Sanitary Commission

(Minority Business Contracts)

MC/PG 36-79

FOR the purpose of authorizing the Washington Suburban
Sanitary Commission to establish by resolution a
mandatory minority business utilization policy for
contracts awarded by competitive bidding procedure;
providing for certain definitions; and clarifying
1anguage; and providing for the automatic termination
of this program.

BY repealing and reenacting, with amendments,

Sanitary District
Section 3—2

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of the Washington
Suburban Sanitary District and the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

The Code of the Washington Suburban Sanitary District

3-2. {86-3-2 and 3-2)

(A) Whenever the plans and specifications for water
supply, sewerage or drainage systems for any district
[shall] have been completed and [said] THE commission [shall
have] HAS decided, after opportunity for a hearing has been
given, to proceed with the construction, [it] THE COMMISSION
shall advertise, by notice in [such] newspapers and
technical press as it [may deem] CONSIDERS proper, for bids
for the construction of [said] THE system or systems, in
parts or as a whole, as in its judgment [may] appear
advisable. The contract shall be let to the lowest
responsible bidder, or the commission may reject any or all
