concurrence of the Secretary of Transportation, shall
adopt rules and regulations establishing emissions
standards for motor vehicles; providing that the
Administration shall fix the fee to inspect motor
vehicles at not more that $5; providing for the
termination of the program; authorizing the
Administration to adopt propose rules and regulations
to implement and enforce the provisions; establishing a
procedure for the legislative review and amendment of
the proposed rules and regulations; providing for the
adopting of the rules and regulations upon the
occurrence of certain contingencies; correcting and
clarifying language in the Transportation Article; and
generally relating to a motor vehicle exhaust emissions
inspection program.
