AN ACT concerning

Vehicle Laws — Motor Vehicles Emissions Inspections

FOR the purpose of requiring the Motor Vehicle
Administration, to the extent required by federal law,
to establish a program for the annual inspection of
exhaust emissions of motor vehicles registered in this
State; requiring public hearings prior to a certain
date in certain areas of the State; requiring the
establishment of a voluntary program as of a certain
date; authorizing a mandatory program after a certain
date; providing that an inspection system shall be
established to carry out the required inspections and
that the system, or any facility in the system, may
shall be installed and operated by an independent
contractor under contract with the Administration and
that, if a facility is operated by a contractor, the
facility shall be provided, equipped, and maintained by
the contractor and that the personnel of the facility
shall be employees of the contractor; providing that
inspection facilities shall be located at certain
locations throughout the State; providing that the
Secretary of Health and Mental Hygiene, with the
