B. The Board shall consist of nine [(9)] members,
appointed by the County Commissioners, of whom one [(1)]
shall be first recommended by the County Board of Education
from its membership or otherwise, [one (1) of whom shall be
a member of the Board of County Commissioners] and two [(2)]
of whom shall be members of the Youth Commission. All
members of the Board, except [the County Commissioner member
who shall serve for his elected term of office and] the two
[(2)] members of the Youth Commission who shall serve for
their appointed term of office, shall be appointed for [four
(4)] 4 years from the first day of January of the year of
their appointments or until their successors are appointed.
The members of the Board , other than [the County Commission
member and] the two [(2)] members of the Youth Commission
who shall serve their terms concurrently, when first
appointed, shall be divided into three [(3)] classes. The
initial terms of those in the first class shall be for [four
(4)] 4 years; of those in the second class, [three (3)] 3
years; and of those in the third class, [two (2)] 2 years.
Vacancies, except those at the expiration of a term, shall
be filled in the same manner as the original appointments
and for the unexpired term. In the appointment of Board
members, the County Commissioners shall give due regard to
population and geography. All members of the Board shall
serve without compensation.
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
113-1(B) of the Public Local Laws of St. Mary's County being
Article 19 of the Code of Public Local Laws of Maryland be
repealed.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.
