calculation is made shall be added to the State share of
basic current expenses for a county that has a population
density of over 8,000 per square mile as determined by the
Department of Health and Mental Hygiene.

(2) AN ADDITIONAL AMOUNT EQUIVALENT TO $45 SHALL
BE ADDED TO THE STATE SHARE OF BASIC CURRENT EXPENSES OF A
COUNTY FOR EACH STUDENT IN THAT COUNTY WHO IS ELIGIBLE FOR
FUNDS UNDER TITLE I OF THE ELEMENTARY AND SECONDARY
EDUCATION ACT OF 1965, AS AMENDED FROM TIME TO TIME.

[(2) (3) Two thirds of this additional amount
THE FUNDS PROVIDED FOR IN SUBSECTION (C)(1) OF THIS SECTION
AND ALL OF THE FUNDS PROVIDED FOR IN SUBSECTION (C)(2) OF
THIS SECTION shall be used to provide compensatory programs
for students with special educational needs that have
resulted from educationally or economically disadvantaged
environments.

(3) (4) The county superintendent for any county
qualifying for this additional amount shall submit plans to
the State Superintendent for his approval that outline how
these compensatory funds are to be used.] FUNDS FOR
COMPENSATORY PROGRAMS UNDER THIS SECTION SHALL SECURE THE
APPROVAL OF THE STATE SUPERINTENDENT FOR PLANS THAT OUTLINE
THE USE OF THESE COMPENSATORY FUNDS AND SHALL MEET ANY OTHER
REQUIREMENTS ESTABLISHED BY THE STATE BOARD OF EDUCATION FOR
USE OF THESE FUNDS.

(2) THE STATE WILL SHARE IN AN ADDITIONAL

EXPENDITURE FOR COMPENSATORY EDUCATION COSTS OF $65

MULTIPLIED BY THE NUMBER OF CHILDREN WHO ARE ELIGIBLE FOR
FEDERAL AID UNDER TITLE I OF THE ELEMENTARY - SECONDARY
EDUCATION ACT.

(3) TO BE ELIGIBLE TO RECEIVE THE STATE SHARE OF
AID FOR COMPENSATORY EDUCATION, THE COUNTY GOVERNING BODY
SHALL LEVY, IF NECESSARY, AN ANNUAL TAX THAT YIELDS AN
AMOUNT EQUAL TO THE COUNTY SHARE OF COMPENSATORY EDUCATION
COSTS.

(4) THE COUNTY SHARE OF COMPENSATORY EDUCATION
COSTS IS THE PRODUCT OF THE WEALTH OF THE COUNTY AND A

UNIFORM PERCENTAGE DETERMINED FOR EACH FISCAL YEAR. THE

UNIFORM PERCENTAGE IS DETERMINED AS FOLLOWS: BY MULTIPLYING

THE EXPENDITURE FOR COMPENSATORY EDUCATION COSTS AS

SPECIFIED FOR ALL COUNTIES BY .50; THE PRODUCT SHALL BE
DIVIDED BY THE SUM OF THE WEALTH OF ALL OF THE COUNTIES AND
THE RESULTING QUOTIENT EXPRESSED AS A PERCENTAGE ROUNDED TO
THE THIRD DECIMAL PLACE IS THE UNIFORM PERCENTAGE.

(5) THE STATE SHARE OF AID FOR COMPENSATORY
EDUCATION FOR EACH COUNTY IS THE DIFFERENCE BETWEEN THE

COUNTY SHARE CALCULATED UNDER PARAGRAPH (4) OF THIS

SUBSECTION AND THE STATE SHARE AS SPECIFIED IN PARAGRAPH (2)
OF THIS SUBSECTION.
