Ch. 406

OF THE COUNTY COMMISSIONERS. [The Sheriff and deputy
sheriffs are entitled to an expense allowance for travel to
be paid monthly at the rate of 12 cents per mile actually
traveled, on vouchers submitted by the Sheriff to the County
Commissioners of Cecil County, in the form they specify.
The Sheriff shall submit with the vouchers an affidavit
sworn to by him upon personal knowledge showing for each day
of the month just passed the number of miles each vehicle
used by him and his deputies has been driven in the
performance of the duties of his or their office, as
determined by him from a daily check of the odometer
readings of the respective vehicles. A mileage allowance
shall not be allowed in the event automobiles are furnished
to the Sheriff and deputies by the County Commissioners.]

(4) The Sheriff's office shall also receive an
appropriation of [$1,500] $2,500, to be used for special
investigations and employees, subject to the approval of the
County Commissioners.

[(4)] (5) The Sheriff may appoint additional
temporary deputy sheriffs if necessary for the public safety
but only after he has secured the approval of the County
Commissioners of Cecil County. The County Commissioners
shall allow reasonable compensation for these temporary
deputies, but they shall not serve longer than the situation
actually requires.

[(5)] (6) Subject to the approval of the County
Commissioners, the Sheriff may employ [four] NOT LESS THAN
FIVE clerks or dispatchers at a salary to be set by the
County Commissioners.

[(6)] (7) The Sheriff may appoint as special
deputy sheriffs any members of the police forces of the
towns of Cecilton, Charlestown, Chesapeake City, Elkton,
North East, Perryville, Port Deposit, or Rising Sun or any
other corporate municipality within Cecil County. These
special duty sheriffs shall have all of the powers and
authority of the deputy sheriffs both within and without the
town in which they are members of the police force.

[(7)] (8) The Sheriff may appoint as special
deputy sheriffs not more than 25 adult volunteers. Upon the
successful completion of training which the Sheriff
considers appropriate, these special deputy sheriffs shall
have all of the powers and authority of the deputy sheriffs
and functions as the sheriff's general representatives in
the same manner as his regular deputies, all at the pleasure
of the Sheriff.

[If liability,] LIABILITY, false arrest, -[-and-]-
workmen's compensation insurance coverage [is] SHALL BE
provided for the regular deputy sheriffs, AND the same
coverage shall be provided for the special deputies provided
for in this paragraph.
