labor and industry and the medical institutions to undertake
an on-going examination of toxic and carcinogenic substances
control as they relate to the welfare of Marylanders.
The organization of the Council perhaps best describes
its activities. Subcommittees that have been appointed and
are now undertaking studies include: Long-range Planning;
Toxic Episodes; Communications; Economic Impact; Data
Collection; Human and Environmental Health Effects and Data
Collection.
Membership is broad-based and for example includes:
representatives from the Department of Health and Mental
Hygiene; the Department of Natural Resources; the Department
of Agriculture; the Department of Licensing and Regulation;
the Department of Transportation; the Department of State
Planning; the State Fire Marshal; the Maryland State Police;
the Maryland Civil Defense and Emergency Preparedness
Agency; the AFL-CIO; the Maryland Chamber of Commerce; the
Department of Community and Economic Development; the Johns
Hopkins and the University of Maryland medical institutions;
and the General Assembly.
To date, portions of grant applications have been
submitted to the National Cancer Institute for money to fund
a Community Cancer Control Program in the Baltimore
metropolitan area, and a brochure has been produced for use
by police and fire emergency dispatchers listing in one
place all emergency personnel to be notified in case of
certain specific toxic occurrences.
The visibility of the Council and its effectiveness in
dealing with similar organizations in other states and on
the national level will be enhanced if it is recognized by
the General Assembly as the organization best able to advise
the Secretary of Health and Mental Hygiene concerning all
aspects of dealing with toxic and carcinogenic substances;
now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
