[(b)] (C) The County Commissioners IN THEIR RESPECTIVE
JURISDICTIONS [of Somerset County] may regulate docking and
mooring of boats or ships at wharves, piers, docks, or other
structures or areas at a shore of a harbor, river, or other
waterway in [Somerset] THE County, including the limitation
or prohibition of the activity.
[(c)] (D) The provisions of this section do not apply
to boats moored in accordance with regulations adopted by
the Department of Natural Resources.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning
Human Resources - Office of Energy Assistance
and Information Program
FOR the purpose of establishing a new office of Energy
Assistance and Information; providing certain funds to
alleviate the high cost of energy for certain persons;
offering information services to make persons aware of
energy saving techniques and the availability of
utility and fuel bill assistance; providing
supplemental payments for home insulating materials and
installation costs; establishing the positions of
office coordinator and deputy coordinator and charging
them with responsibility of setting up an energy
assistance program; providing for the effect of a
reduction in federal funding specifying the extent to
which the provisions of this Act are dependent upon
federal funding and the conditions under which State
funds may be used; and requiring a finalized plan to be
presented to the governor by a certain date.
BY adding to
Article 41 - Governor - Executive and Administrative
Departments
Section 490 through 496 to be under the new subheading,
"Energy Assistance and Information Program Act"
