Preamble
WHEREAS, Energy costs have risen more than four times
faster than welfare payments since 1973; and
WHEREAS, The poor, the elderly, and those on fixed
incomes may experience danger to their health or survival
during the winter from a utility disconnection or a lack of
fuel; and
WHEREAS, Fuel costs for many could be reduced by proper
home insulation; and
WHEREAS, An Energy Assistance Program is created to
provide funds and information to aid the poor, the elderly,
and those on fixed incomes in coping with the high cost of
energy; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

205A.
The following boards, commissions, committees,
councils, departments, divisions and offices of the State
government shall be included within the Department of Human
Resources: the Employment Security Administration
established pursuant to § 205F of this article, the Board of
Appeals of such Employment Security Administration, the
Social Services Administration established pursuant to §
205F of this article, the State Board of Social Services,
the Office of Economic Opportunity, the Office of Energy
Assistance and Information, and such other agencies, boards,
commissions, committees, councils or units of government as
may hereafter pursuant to law be declared to be part of the
Department of Employment and Social Services.
