nonprofit agencies or organizations to organize and operate
the various programs of the center, as enumerated in §§ 94
to 97, inclusive. The service center shall be designed and
staffed as follows:
[(a)] (1) The multipurpose service center shall
provide displaced homemakers with counseling, training,
skills, services, and education to assist them to become
gainfully employed.
[(b)] (2) To the greatest extent possible and
appropriate, the staff of the service center, including
supervisory, technical, and administrative positions, shall
be filled by displaced homemakers. Displaced homemakers who
have the potential to become staff members, but who require
additional training or retraining, shall be provided with
on-the-job training by those responsible for operating the
program of the center.
(B) IF FUNDS BECOME AVAILABLE, THE SECRETARY MAY
ESTABLISH A CENTER IN OR EXTEND THE PROGRAMS OF THE CENTER
OR ANY PART OF THEM TO OTHER AREAS IN THIS STATE.
93.
(A) The Secretary shall explore, and to the extent
available and appropriate, use all possible sources of
funding and contributions from federal, local, and private
sources in establishing the service center, including
in kind contributions of building space, equipment, and
qualified personal for training programs.
(B) IF FEDERAL FUNDS BECOME AVAILABLE FOR THE
OPERATION OF A DISPLACED HOMEMAKER CENTER, THE CRITERIA
ESTABLISHED BY THE FEDERAL STATUTE SHALL TAKE PRECEDENCE
OVER THE CRITERIA ESTABLISHED IN THIS SUBTITLE TO THE EXTENT
OF ANY INCONSISTENCY.
98.
[(a)] The Secretary periodically shall evaluate the
effectiveness of the job training, placement, and service
components of the center. Such evaluation shall include the
number of persons trained, the number of persons placed in
employment, follow-up data on such persons, the number of
persons served by the various service programs, and the cost
effectiveness of the [program.
(b) A first-year evaluation in accordance with the
requirements of this section shall be prepared by the
Secretary no later than February 1, 1978, and a second-year
evaluation shall be prepared by the Secretary no later than
January 1, 1979.] PROGRAM. THE ANNUAL REPORT OF THE
SECRETARY TO THE GENERAL ASSEMBLY SHALL INCLUDE A REPORT ON
THE CENTER AND ITS PROGRAMS.
