400 LAWS OF MARYLAND Ch. 22
changing "this article" to "this title" the
prohibition is extended to persons holding
prisoner of war and war orphan scholarships
issued under Art- 96 1/2 of the Code which are
included "in this title". It is believed that
any substantive change that results can be
justified on the grounds that there is no reason
to differentiate between orphans of firemen,
rescue squad members, and national guardsmen, to
whom the prohibition presently applies, and
prisoners of war and war orphans.
As a practical matter, the State Scholarship
Board applies this prohibition only to
scholarships for which financial need is a
factor.
As to subsection (b)(2) of this section, the
General Assembly may wish to consider whether an
applicant who is exempt from the examination
requirement should be permitted to use the
scholarship at an institution other than the one
he has been attending; e.g. should a student who
has completed 2 years at a community college at
the time he applies for a scholarship be
restricted to using the scholarship of that
community college?
In subsection (c) of this section, a requirement
that an applicant be a resident of the
appropriate legislative district "at the time of
his initial application" is substituted for the
present "at the time of the examination". This
conforms with the present practice, and covers
the residence situation of an applicant who is
exempt from the examination.
As to eligible institutions and other conditions
applicable to general State scholarships, see
Subtitle 1 of this title.
18-303. AMOUNT OF AWARD.
