Chapter 31

AN ACT to amend Section 53-18, title "Same-Taximeters,", of
Chapter 53, title, "Taxicabs and limousines."
Montgomery County Code 1972, as amended, to provide
that taxicabs may charge rates lower than those
computed by the taximeter or as set forth in the
schedule of fare rates under a contract filed with the
Department of Transportation and after a waiver is
granted by said Department upon a determination that
the contract will not result in a significant reduction
of service to the general public.

Chapter 32

AN ACT to repeal and reenact with amendments Chapter 23A,
title "Group Residential Facilities" of the Montgomery
County Code, 1972, as amended, by adding a revised
Chapter 23A, title "Group Residential Care Facilities"
to set forth legislative findings and to state the
construction and purpose of this Act; to specify the
applicability of this Chapter; to specify definitions
applicable to this Act; to designate responsibility for
administration and enforcement; to permit executive
rules and regulations; to provide for penalties and
other judicial relief; to require an annual license to
operate a group residential care facility; to provide
for a facility license, procedures concerning the
issuance of licenses, conditions pertaining thereto and
provide for the administration and enforcement of
license requirements; and to provide for program
certification, provide for program review boards, and
provide for the boards' responsibilities and
procedures; and to provide for applicability within
incorporated municipalities.

Chapter 33

AN ACT to amend Chapter 24, title "Health and Sanitation,"
of the Montgomery County Code 1972, as amended, by the
addition thereto of a new Section 24—9, title "Smoking
Prohibitions and Restrictions," to define various terms
used in this Act; to prohibit smoking or carrying of a
lighted cigar, cigarette or pipe, or lighting a cigar,
cigarette or pipe in certain designated areas; to
provide for certain exceptions to the foregoing
