3704                                     COUNTY LOCAL LAWS

to consolidate various Commission responsibilities; to
provide for unified administrative and enforcement
procedures for processing of discrimination complaints
filed; to provide for specified investigatory
procedures; to provide for confidentiality of certain
materials during the administrative process; to provide
penalties for disclosure of confidential materials; to
provide for hearings conducted by panels or hearing
examiners; to provide for Commission panel authority to
award compensatory damages and certain other remedies
upon a finding of the violation of this Article; to
provide for -judicial review and certain enforcement
proceedings; Article II, title, "Discrimination in
Places of Public Accommodation," to redesignate it as a
subtitle; to repeal and re-enact with amendments.
Section 27-10, title, "Authority of commission panel on
public accommodations, enforcement procedures;" to
provide specific penalties for violation of that
subtitle; to repeal in its entirety Section 27-11,
title, "Penalty for violation of article; injunctions;"
to delete repetitious enforcement and hearing
procedures; Article III, title, "Discrimination in
Housing" to redesignate it as a subtitle and to
renumber Sections 27-12 through 27—14; to repeal and
re-enact Section 27—14, title, "Posting of notices;
reports to be filed;" to provide for a new title,
"Penalties and monetary awards" to provide specific
panel orders for violations of this subsection; to
repeal entirely Sections 27-15 through 27-17 and 27—20
to delete repetitious enforcement and hearing
procedures; to renumber Section 27-18 and 27—19 and
make certain technical amendments; Article V, title
"Discrimination in Employment" to redesignate as a
subtitle and renumber Sections 27—28 through 27—30
thereof; to repeal entirely Sections 27-31 through
27-33 to delete repetitious enforcement and hearing
procedures; to renumber Sections 27-34 through 27—38
and to provide for certain technical changes; to repeal
and re-enact with amendments Section 27-39, title,
"Violations and Penalties," to retitle as "Penalties
and Monetary awards," to provide for specific
Commission orders relative to discrimination in
employment; to repeal and re—enact with amendments
Section 27-39E, title "Standards of Proof and Judicial
Review" to provide for certain technical changes and
delete repetitious appeal provisions; Article IV,
title, "Commission for Women" to redesignate it as
Article II and renumber its component Sections; Article
VI, title, "Commission on Aging" to redesignate it as
Article III and renumber its component Sections; and
Article VI, title, "Community Action Committee" to
redesignate it as Article IV, and renumber its
component Sections.
