its Charter to accept gifts and grants through the County
Council; and
WHEREAS, the County Council pursuant to Section 721 of
the Baltimore County Charter may adopt fiscal laws to
promote the orderly administration of the fiscal affairs of
the County; and
WHEREAS, CERTAIN monetary gifts and grants are not a
source of funds within the meaning of Section 712(b) of the
Baltimore County Charter but are monies given to the County
for specific programs and projects not provided for in the
County's current expense budget; and
WHEREAS, in order to properly administer said monies,
it is deemed necessary to establish a Special Fund separate
and apart from the General Fund used to administer the
current expense budget which Special Fund shall be
administered by the Director or Finance consistent with
generally accepted accounting procedures and existing
charter provisions; now, therefore

AN ACT to establish a Self Insurance Fund-Liability and
Property Damage and to provide for the financing and
management of said fund, excess coverage, limitation of
liability, definition of employees, and the
administering of personal injury and property damage
claims filed against the County and the Board of
Library Trustees of Baltimore County, by adding new
Article XVI. title "Self Insurance-Liability" and new
Sections 2-104 through 2-109 to the Baltimore County
Code, 1968, under Title 2. Administration.
WHEREAS, Section 5, subsection (S) of Article 25A of
the Annotated Code of Maryland (1973 Replacement Volume) as
amended, authorizes the County Council of Baltimore County
to enact such ordinance as may be deemed expedient in
maintaining the peace, good government, health and welfare
of the County; and
WHEREAS, in furtherance of such authority, the County
desires to establish a Self Insurance Fund which will enable
it to reduce its costs of providing liability and property
damage protection for the County and the Board of Library
Trustees; now , therefore
