in the county may by resolution be exempted from taxation;
and
WHEREAS, subsection (m), Section 9A, Article 81,
Annotated Code of Maryland (1957 Replacement Volume)
provides that the governing body of any county is authorized
by resolution to change the percentage of the total assessed
value at which any property described in subsection (e),
Section 9A of said Article 81 is taxed, by reducing the
percentage to zero over a period of years; now, therefore

AN ACT to establish a gifts and grants special revenue fund
for CERTAIN monetary gifts and grants which are
accepted and appropriated therein by the County
Council; and to provide for the administration of such
fund, by adding new Article XV, title "Special Revenue
Fund" and new Section 2-103 to the Baltimore County
Code, 1968, under Title 2. Administration.
