COUNTY LOCAL LAWS
AN ACT to establish a Self Insurance Fund-Workmen's
Compensation and to provide for the financing and
management of said fund, excess coverage, and the
administering of Workmen's Compensation claims filed
against the County and the Board of Library Trustees of
Baltimore County and excess coverage, by adding new
Article XIII, title "Workmen's Compensation" and new
Sections 2-87 through 2-90 to the Baltimore County
Code, 1968, under Title 2. Administration.
WHEREAS, Article 101, Annotated Code of Maryland (1964
Replacement Volume and 1976 Cumulative Supplement) provides
for an employer to carry its own insurance to secure
compensation to its employees as required by said Article;
and
WHEREAS, the County and the Board of Library Trustees
of Baltimore County as employers under said Article desire
to reduce their insurance costs by providing self—insurance
for Workmen's Compensation losses.

AN ACT to clarify the transitional period for issuing
licenses and to provide for the issuance of such
licenses during the transitional period without
penalty, by repealing and reenacting with amendments
Section 3-14 of the Baltimore County Code, 1968 (1976
Cumulative Supplement) title "Animals", under Article
II. Licensing.

A TAX RESOLUTION, to provide for a partial exemption from
personal property tax on the stock in business of every
person, firm or corporation engaged in any
manufacturing or commercial business and to phase out
said tax by adding new Section 11-38.1 to the Baltimore
County Code, 1968, title "Finance and Taxation",
Article IV. Property Taxes and Tax Sales, Division 1.
In General.
WHEREAS, subsection (e)(2), Section 9A, Article 81,
Annotated Code of Maryland (1957 Replacement Volume)
provides that the stock in business of every person, firm or
corporation engaged in manufacturing or commercial business
