AN ACT to create an exception for passengers of charter
buses to the prohibition against the consumption of
alcoholic beverages and the possession of opened
containers of alcoholic beverages by any passenger in
any vehicle on any highway as contained in Section
18-1.1 of the Baltimore County Code, 1968, by adding a
new subsection (d) to Section 18-1.1, (c), Title 18,
Offenses-Miscellaneous.

AN ACT establishing a Baltimore County Commission of Arts
and Sciences; providing definitions; establishing
qualifications for membership; providing for the
election of officers; making provision for personnel;
setting forth powers; providing for meetings,
committees and rules; providing for funding by
Baltimore County; providing a finding of public purpose
and providing an effective date, by adding new Sections
2-80 through 2-86 to the Baltimore County Code, 1968,
title "Baltimore County Commission on Arts and
Sciences", under new Article XII to Title 2.
Administration.

WHEREAS, Baltimore County finds that it is in the
public interest to increase the appreciation of the arts and
sciences among Baltimore County's citizens; and

WHEREAS, Baltimore County finds that it is in the
public interest to Bake accessible locations for all types
of cultural expression; and

WHEREAS, Baltimore County finds that it is in the
public interest to create and maintain an atmosphere in
which every non-profit arts and science group serving
Baltimore County has an opportunity to achieve financial
solvency; and

WHEREAS, Baltimore County finds that it is in the
public interest to create and maintain an atmosphere
conducive to the fullest expression of all forms of the arts
to provide artistic satisfaction to the performer and to
enrich the lives and fill the leisure time of all Baltimore
County's citizens.
