COUNTY LOCAL LAWS
AN ACT to establish standards for excavation, grading and
sediment control in Baltimore County; to provide for
permits, fees, bond requirements, basic policy,
inspection and enforcement thereof, and matters
generally related thereto, by adding new Sections 5—21
through 5—30 to the Baltimore County Code, 1968, title
"Buildings", under new Article III. Excavations,
Grading and Sediment Control.
WHEREAS, the purpose of this article is to protect the
natural resources of Baltimore County, to safeguard life,
property and public welfare by establishing minimum
requirements for stripping, excavating, grading and filling
of land; and for control of soil erosion and sediment.

AN ACT, to regulate for an interim period the issuance of
building permits, special permit , created AUTHORIZED
by Section 430.1B3 of the Baltimore County Zoning
Ordinance (hereinafter referred to as special permits),
special exceptions, subdivision approvals, amendments
to the zoning maps, and reclassifications of the use of
property in Baltimore County affected by prospective
amendments to Title 22 of the County Code pursuant to
the proposed preparation and implementation of a
proposed new County Comprehensive Master Plan
(hereinafter referred to as the proposed Master Plan),
including, but not limited to, development of a
comprehensive growth management system and permanent
implementing legislation AND TO IMPOSE A TIME LIMIT ON
THE PERIOD OF VALIDITY OF A FINAL RECORDED SUBDIVISION
PLAT UNDER CERTAIN CONDITIONS; by adding new Section
22-15.1 to the Baltimore County Code, 1968, title
"Planning, Zoning and Subdivision SUBDIVISION Control",
Article II. Plaiting. This Act shall hereinafter be
referred to as the Interim Development Control Act.
WHEREAS, by Article XI-A of the Maryland Constitution,
the General Assembly is authorized to provide a grant of
"express powers" to counties that form a charter government;
and
WHEREAS, by Article 25A, Section 5 of the Annotated
Code of Maryland, the General Assembly has designated the
"express powers" to be granted to charter counties which
powers include the power to enact local laws, for the
protection and promotion of public safety, health, morals
HEALTH, SAFETY and welfare, relating to planning, zoning and
subdivision and to pass all ordinances, resolutions or
bylaws that may be necessary and proper to execute and
