MUNICIPAL CHARTERS

least twenty-five per cent (25%) of the assessed valuation
of the real property located in the area to be annexed; and

WHEREAS, the Mayor and Council have ascertained that no
persons reside in the area sought to be annexed; and

WHEREAS, the Mayor, chief executive and administrative
officer of the City of Taneytown, have, pursuant to Article
23A, Subsection 19(d) of the Annotated Code of Maryland
(1957), caused a public notice to be published not fewer
than four times at not less than weekly intervals in a
newspaper or newspapers of general circulation in the City
of Taneytown and the area sought to be annexed, said public
notice briefly and accurately describing the proposed change
and the conditions and circumstances applicable thereto and
specifying the time and place of a public hearing before the
Council not less than fifteen (15) days after the fourth
publication of the public notice aforesaid and to be held
within the corporate limits of the City of Taneytown or
within the area to be annexed; and

WHEREAS, upon the 23rd day of May, 1977, a public
hearing, as aforesaid, having been held before the Council:

[Section 19-2 of the Code of Public Local Laws of
Carroll County, repealed and reenacted, with amendments.

Effective Date August 1, 1977]

The petitioner read to the meeting a letter of
petition, dated August 3, 1977.

The petitioner's Russell L. Moser and Sidney C. Moser
(wife) request the annexation of 8,492 acres of land along
the south east side of Maryland Rte. #77 and south side of
Pryor Rd.

The petitioner's also request the zoning of R—1 (Low
Density District) at the time of final annexation.

Beginning at Thurmont Corporate limit line N 10° 45'
31" W to N 69° 14' 07" E 308.33 to N 88° 44' 00" 330.06 to N
77° 13' 11" E 585.00 to N 15° 00' 00" E 079.47 to N 7° 03'
42" 90.65 to N 80° 08' 41" N 217.34 to S 88° 44' 42" W 76.74
to N 9° 38' 07" E 9.32 to S 88° 44' 42" W 385.93 to S 80°
41' 45" W 305/65 to S 11° 30' 00" E 252.45 to S 69° 05' 07"
W 339.98 to Thurmont Corporate line N 10° 45' 31" W. This
track of land containing 8.492 acres more or less.

Being part of the property that was conveyed by Palmer
J. Wilhide and Anna M. Wilhide (wife) to Russell L. Moser
and Sidney C. Moser (wife) by deed dated July 8, 1977 and
