18-97 of the Code of Public Local Laws of Carroll County
(1976 Edition), to correct and clarify said Sections of the
Charter of The Town of Sykesville by deleting certain
obsolete material contained therein and generally relating
to the correction, clarification and re-affirmation of
certain portions of the Charter, the matter hereinafter
enclosed in brackets indicating matter deleted from the
existing Sections of the Charter and the matter hereinafter
in CAPITALS indicating matter correcting, clarifying,
re-affirming, or adding to the existing Sections of the
Charter.

[Sections 18-5, 18-12, 18-18, 18-20, 18-22(26), (44),
and (46), 18-25, 18-40, 18-52, 18-70, 18-89, and 18-97 of
the Code of Public Local Laws of Carroll County, repealed
and reenacted, with amendments.

Resolution No. 1977-2

A RESOLUTION of the Mayor and Council of the Town of
Sykesville adopted pursuant to the authority of Section 3
(Home Rule) of Article XI-E (Municipal Corporations) of the
Constitution of Maryland and of Section 13 of Article 23A of
the Annotated Code of Maryland, titled "Corporations -
Municipal", subtitle "Home Rule" to amend the Charter of the
Town of Sykesville (being Sections 18-1 to 18-98 inclusive
of the Code of Public Local Laws of Carroll County (1976
Edition) and being Article 7 of the Code of Public Local
Laws of Maryland, by repealing and re—enacting, with
amendments, Section 18-62 of the Code of Public Local Laws
of Carroll County (1976 Edition) to change the method under
which the Mayor and Council shall approve purchases and
contracts, specifically changing the amount of a contract
from $1,000.00 to $5,000.00 requiring the awarding of such
contract by sealed bid, and adding a provision that
contracts over $1,000.00 but not more than $5,000.00 may be
awarded by sealed bid at the option of the Council, and
relating generally to the procedures for approving all
purchases and awarding all contracts, the matter hereinafter
in CAPITALS indicating matter added to the existing Section
18-62 of the Charter.

[Section 18-62 of the Code of Public Local Laws of
Carroll County, repealed and reenacted, with amendments.
