EXECUTIVE ORDER OF JUNE 30, 1977

LEASES - DEPARTMENT OF SOCIAL SERVICES
WHEREAS, Article 88A of the Annotated Code of Maryland
establishes a system of local departments of social
services whose programs are administered in
coordination with the Social Services Administration of
the State Department of Human Resources; and
WHEREAS, These local departments of social services are
units of the Executive Branch of State Government and
are funded principally by State and federal funds made
available in the State budget process through the
Department of Human Resources; and
WHEREAS, The acquisition of leasehold interests in available
space to be occupied by a local department of social
services is currently a matter of negotiation and
administration at the local level by the individual
local departments; and
WHEREAS, It is in the interest of sound and efficient
administration that all leases of space for State
agencies be negotiated and administered in a similar
fashion, in order to insure that the space dollar is
efficiently and economically managed; and
WHEREAS, The Board of Public Works, on April 22, 1977,
requested that the Governor issue an Executive Order
requiring all leases of space on behalf of local
departments of social services to be handled in the
same manner as are other State leases; and
WHEREAS, There currently exists a uniform procedure for the
management of State—owned and leased office space in
the State of Maryland, including a procedure for the
negotiation of all leasehold interests in such space;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 6(B) AND 24 OF THE CONSTITUTION OF
MARYLAND, AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
1. (a) All space occupied by a local
department of social services, or any unit
thereof, which is purchased or leased in whole or
in part with State or federal funds made
available through the budget of the Department of
Human Resources, shall be occupied pursuant to a
contract of sale or a lease negotiated and
