As originally introduced, this Council was to be within
the Department of Economic and Community Development.
However, during the legislative process, an amendment to the
bill moved the Council from the Department to the Division
of Labor and Industry.
The Council's purpose is to develop and implement a
program to promote the production of motion pictures and
television shows in Maryland. I am fully supportive of the
purpose of the bill. In fact, I was pleased to be able to
assist in the recent effort to encourage the use of our
State as a location for portions of a motion picture about
the legislative process in the United States Senate. And I
believe that such a Council would greatly benefit the
development of our State's economy.
I therefore veto this bill reluctantly. I do so solely
because it creates a Council which should be within the
Department of Economic and Community Development. I do not
believe that the Council can or will function as effectively
within the Division of Labor and Industry. The functions of
that Division are foreign to the purposes of such a Council.
For this reason, I have decided to veto House Bill
2006.

FOR the purpose of specifying that payments to jurors in
Somerset County on a per diem basis shall be considered
expense money.
