AN ACT concerning

Property Tax Collection - Stay by Posting Bond

FOR the purpose of clarifying the procedures which stay
collection of certain property taxes by the posting of
an appeal bond.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1889.

This bill purports to clarify the situations in which
an appeal by a taxpayer stays the collection of a tax.

The Attorney General has advised me that the title of
House Bill 1889 is defective and therefore in contravention
of Article III, Section 29 of the Maryland Constitution. A
copy of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.

For these reasons, I have decided to veto House Bill
1889.
