a special fund raiser for the Center; requiring the
licensee to abide by all rules and pay a certain annual
fee; requiring certain officers of the Center to sign
the application, with a certain number of signors to be
from Frederick County; clarifying language; generally
relating to alcoholic beverages in Frederick County;
and making this Act an emergency measure.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1740.

This bill creates a special liquor license for the
Weinberg Center for the Arts.

Senate Bill 999, which was enacted by the General
Assembly and signed by me on May 2, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1740.

FOR the purpose of authorizing the creation of a State Debt
in the amount of $4,270,000 $4,255,000 $4,250,000, the
proceeds to be used to assist the The Maryland School
for the Blind in the construction of residential
cottages, enclosed walkways, and ramps, subject to a
certain condition limitation; and providing generally
for the issue and sale of bonds evidencing the loan.
