Withdrawing Regulations Removal and Notice of Invalidity

FOR the purpose of providing when obsolete regulations are
to may be withdrawn removed from the Code of Maryland
Regulations; and providing that notice shall be given

in the Maryland Register and the Code of Maryland

Regulations when a court of final appeal declares a

regulation, in whole or in part, invalid and

unconstitutional.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1715.

This bill provides for removal of obsolete regulations
from the Code of Maryland Regulations and for notice in the
Maryland Register and the Code of Maryland Regulations when
a court of final appeal declares a regulation, in whole or
in part, invalid and unconstitutional.

Senate Bill 1165, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1715.

FOR the purpose of creating a special liquor license for the
Weinberg Center for the Arts; establishing a Class C
beer, wine, and liquor license for on-sale only during
