Dear Mr. Speaker:
In accordance frith Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1782.
This bill authorizes a State debt of $4,250,000 for the
Maryland School for the Blind for construction of certain
cottages, walkways, and ramps.
Senate Bill 1105, which was enacted by the General
Assembly and signed by me on May 29, 1978, authorizes a
State debt of $4,225,000 for the same construction purposes.
Therefore it is unnecessary for me to sign House Bill
1782.

AN ACT concerning
State Hospitals — Maryland State Health and Hospital
Corporation
FOR the purpose of establishing a Maryland State Health and
Hospital Corporation to be responsible for the
management, organization, and operation of the
Montebello Center and certain other facilities of the
Department of Health and Mental Hygiene; creating a
Board of Directors and providing for its composition
and powers; establishing the purposes of this public
benefit corporation for care and treatment of State
hospital patients; providing for the funding of the
Corporation and payments to it by the State and
providing for the status of employees of Montebello
Center with the Corporation; establishing and providing
for a special committee responsible for preparation of
plans for the transfer of Montebello Center to the
Corporation and for submission of this plan to the
