Senate Bill 972, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the

same purpose.

Therefore it is unnecessary for me to sign House Bill
1609.

House Bill No. 1623 - Unauthorized Duplication of
Sound Recordings

AN ACT concerning

Unauthorized Duplication of Sound Recordings

FOR the purpose of prohibiting the unauthorized duplication,
sale, distribution of sound recordings, and the
unauthorized recording of live performances, before an
audience or transmitted by any means; exempting certain
persons; providing for the forfeiture and destruction
of certain articles; and generally relating to the
unauthorized copying, recording and sale of sound
recordings.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1623.

This bill prohibits the unauthorized duplication, sale,
or distribution of sound recordings and the unauthorized
recording of live performances, before an audience, or
transmitted by any means.

Senate Bill 1015, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1623.
